Nassau County's plan to allow homeowners to spread assessment increases over a five-
year period had an unintended impact: Owners of many of the residential properties in
the county didn't pay property taxes at all in the 2020-21 tax year because the exemption
eliminated their bills for school, town, and county taxes, according to county records.
